Why is DTV so touchy in east tennessee?

I live 26 miles from knoxville and i have a new antenna, pre amp and rotator. I get the channels but they start loosing power and I get dropouts and audio lapses. What is the best antenna for a fringe are such as mine? I need UHF and VHF capabilities. qtfoot@hotmail.com
