Is it normal for UPS drivers to give your package to your neighbors if you are not home?

If you paid for expedited shipping,the package has to be delivered within that time period. In that case,they will leave it with a neighbor. The apparently tried to make delivery at your home if there was a note. Because of the expedited shipping,it may have required a signature.
